FILCCA President Florence Parker Announces the Establishment of FILCCARD Program

President Florence Talbo Parker of the Filipino Communities Council of Australia (FILCCA) (www.filcca.org.au), the peak body of the Filipino Australian community organisations in Australia announces the establishment of FILCCA’s Response on Disasters Program (FILCCARD Program).

The establishment of FILCCARD was a response to the community concern on the need to institutionalise arrangements and measures before, during and after the occurrence of disasters. Its primary objective is to develop, promote and implement a community-based disaster and emergency response action plan with the aim of strengthening the capacity of FILCCA and its state councils together with the various stakeholders in responding to disasters.

FILCCARD’s activities will include the following: 1.Gathers reports on damage assessment and needs analysis from relevant institutions; 2. Institutionalise coordination mechanisms with the various state councils, among other stakeholders; 3. Engage the participation of the community, the private sectors and the volunteers towards complementation of resources and the effective delivery of services to disaster affected communities; 4. Disseminates materials relative to disaster prevention, control and mitigation; and 5. Funds sourcing. 

The implementation of FILCCARD is expected to: 1. Contribute to the reduction of damages of life and properties; 2. Establishment of institutional linkages to disaster-related institutions and councils in both Australia and Philippines; 3. Establishment of disaster programmes in each state council; 4. Community resource mobilisation in providing assistance to the affected families; 5. Establishment of FILCARRD website and database of relevant information on disasters; 6. Support Assistance to NDCC, RDCC, PDCC, CDCC, MDCC and BDCC in the Philippines; 7. Designation of FILCCARD Program Officer reporting to the FILCCA Board through its president.
